Description:
I was editing my bug and got confused as to why I needed add a comment to edit my submission. Then I realized that both tabs, when you view your bug, point to the same comment page. This seems like and oversight. As well I can't add files to my bug submissions.

How to repeat:
View a bug and try to edit you submission.

You can not edit your submission after submitting bug report. This is by design. 

If you want to upload file, use Files tab after initial submission.
