Description:
I ran a VPAT/508 Compliance test for the MEB 3.1 GUI Installer for Windows.
The test was done using JAWS which is a screen reader that translates text into audio. An issue is that the audio does not always follow the logical visual layout of the dialog. This can be confusing. I believe JAWS reads the dialog sub-items in the order those are indexed within the dialog.

How to repeat:
Install JAWS following the instructions at http://globaldc.oracle.com/perl/twiki/view/AccessibilityProgram/InstallingJaws.
Run installation,repair and removal with MEB 3.1 msi. JAWS will read out loud the contents of each dialog that appears while using the MEB 3.1 installer.

VPAT Compliance issue has been resolved for MEB versions > 3.5
