Indeed, that page does not suggest to upgrade to 5.2.21 (as it should, theoretically), but had you noted this text there: "This is a development build. Please check manually for new releases at http://dev.mysql.com/downloads/workbench" Every responsible user who followed that instruction was able to found out that there is a newer version...

This is not a bug in the documentation, but rather a change request for a page owned by the Workbench development team. Changing category for that reason.
