Description:
Since many users don't know about the subscribe feature for bug reports, it would be nice if the subscribe button would be visible at all times.
If a user clicks it when not logged in, just forward to a log in page.

How to repeat:
Log out if logged in, view a bug. There's no subscribe button there.
