Description:
Need File Priviledge for database users. It's needed for importing data from a text file. 

i.e. LOAD INFILE

How to repeat:
Look at priviledge list

Suggested fix:
Add File Priviledge.

This Privilege missing since inception of Administrator.

The files privilege is still missing from the available privileges in User Administration.

Verified in 1.1.6/1.1.7 on Win2K, 1.1.6 on SuSE 9.3 - FILE privilege does not appear in the available privileges list for any existing or new user.
