Description:
When upgrading from one 5.2.x beta to another, the MSI installer doesn't remember that I've declined to install the upgrade tool.

How to repeat:
1. Begin to install 5.2.19 from MSI.
2. Choose Custom
3. Say that the upgrade tool is not to be installed.
4. Complete the installation.
5. Begin to install 5.2.20 from MSI.
6. Choose Custom.

Expected: the upgrade tool should be deselected.

Actual: the upgrade tool is selected.

Suggested fix:
The installer should store user choices and reuse them on subsequent installations.

Closing old bug. The "upgrade tool" option doesnt exist anymore
