TRIGGER privilege can be granted globally, in Administrative Roles tab. But as it applies to individual tables (see http://dev.mysql.com/doc/refman/5.1/en/privileges-provided.html#priv_trigger), there must be a way to define it at schema level. Now we don't have it.

Noted in 5.2.34 changelog. The TRIGGER privilege could not be assigned at the schema level.
