Actually, as a workaround you can add a table, double click it to open table editor. Then double clicking on a layer (or using context menu) opens editor for the layer also.

the layer editor is opened in that case, but the bottom-pane containing the editor is not resized. If you double-click a layer and then move the mouse right beneath the horizontal scrollbar your mousecursor should turn into a small hor. bar with an up-arrow ... dragging upwards from there would also expand the panel (as calling a different typed editor does)

An entry has been added to the 5.2.20 changelog: In the EER Diagram view, layer objects did not respond to edit commands (either double clicking or using the Edit Layer context-sensitive menu option).
