As per image: 

#1 half-drop-down arrow showing
#2 line showing when enlarged
#3 box can be enlarged

How to repeat:
Start MEM 2.2 setup on Windows 7

Verified by un-install > re-install on same Windows 7 machine. Appears in Windows 7 only. XP is fine, though it shows the highlighted line on the bottom immediately (not so on Windows 7). Likely a Windows 7-related formatting error.
