Description:
Hello,
I was trying to install the MySQL Community Server 5.1.45(the essential version for Windows (x86, 32-bit) at this website http://dev.mysql.com/downloads/mysql/) but during the installation the setup gives me an error(exactly when i hit install after selecting the type of installation:typical, full or custom). The error is this:
"Error 1305. Error reading from file(path of file). Verify that the file exists and that you can access it." I try to hit "Retry", but nothing! Then it comes the message to run the setup again, but with no hopes!

How to repeat:
As i said, i repeated this installation but nothing good!

Suggested fix:
I don't really knows witch can be the solution!

Thank you for the bug report. Which is the language of your XP OS?. Have verified by corruption file download also?. Thanks in advance.

My OS language is English! 
I've tried to test the file at the end of the page(where it says "We suggest that you use the MD5 checksums and GnuPG signatures to verify the integrity of the packages you download."), in this link:

but it opens just a search when there is a message inside that say this page so it's just a circle with no ends!

I've tried but the error now is:
"The system cannot open the device or file specified!"
I've tried to unblock it in the Properties tab, but nothing!

Let just stop for a moment and take a revision:
After your advice to check for the installer file, if it was encrypted(@properties of the file), i've checked and it wasn't encrypted. I've changed to encrypted and when i went to install the mysql's program there was the error:
"The system cannot open the device or file specified!" and there were two option:
1. Retry
2. Cancel
I've tried to do "Retry", but there was nothing then i hit "Cancel" and there was this message:
"Internal error 2755. 110, than the path of file"!

After this, in the properties of the file, i've hit the "Unlock" button, thinking that this could help but when i repeated the installation there was the same problem as before! :(

Sorry I didn't mean you should encrypt the file/directory I just wanted to know if for unknown reason the installer file when downloaded had that property. Are you using a Windows user with administrator privileges to try the installation?.

I am the Computer Administrator and unfortunately, changing the encryption to off gave result to the first error:
"Error 1305. Error reading from file(path of file). Verify that the
file exists and that you can access it."

This isn't MySQL bug it is instead an environment issue which I can't to repeat on my side, anyway searching the web I found the below blog and I hope will be useful for you:
