How to repeat:
I created an new server instance without issue, and can connect via both the SQL Dev and Modeling workspaces, but when trying to connect to Admin workspace, the error occurs. This has been tried and failed for both SSH2 enabled and non SSH2 connections. 

Using Admin 1.1.15 then access is still available but Service Control and Startup Variables can be displayed only, not available for editing

Suggested fix:
As a relatively new user no suggestions possible.
