src/chassis_log.c should provide functionality to log at milliseconds timestamp resolution for chassis 0.8. 

The default behavior of chassis 0.8 can remain unchanged.

How to repeat:
Run any plugin and check the logfile. 
Note that timestamps are second resolution only.

Suggested fix:
1) Add a function such as chassis_log_set_ms_timestamps(boolean) or similar to src/chassis_log.c to enable/disable ms timestamps in the log entries. Must be callable from a plugin.

2) Check the boolean in chassis_log_update_timestamp() that creates the textual timestamp, and add ms resolution text to output if set by the plugin.
