Description:
I previously had MySQL installed and then removed it in debugging a problem with a different application.  Since then, I have installed and un-installed MySQL many times on my WinXP machine.  I cannot ever get the instance Config Wizard to complete the last step (Apply Security Settings).  Occasionally, the service will start but if I go to a 'cmd' window and execute mysql --user root, I always get an Access Denied message.

How to repeat:
I have no idea how to repeat the problem.  But whatever I did, it was a very fatal error!

The MySQL installation has become corrupted.  And MySQL provides no tools to completely clean itself off of a system.  I should be able to un-install and then re-install to get it working again. But regardless of how many times I do that, MySQL 'remembers' that it has been previously installed and will not treat the re-installation as a fresh install.  That means MySQL is forever doomed to fail on this machine. That is an awfully poor design!
