Description:
This is a request to add the Retry-After header to server responses when the server is overloaded, so that all agents do not continue with a connection storm whilst the server is too busy. 

How to repeat:
N/A

Suggested fix:
Add Retry-After logic, so that agents can back off a little when the server is overloaded.
