Description:
http://dev.mysql.com/doc/refman/5.1/en/news-5-1-40.html
In this page, the manual tells a precaution like below:

"In this release, the InnoDB Plugin is included in source and binary distributions, except RHEL3, RHEL4, SuSE 9 (x86, x86_64, ia64), and generic Linux RPM packages. It also does not work for FreeBSD 6 and HP-UX or for Linux on S/390, PowerPC, and generic ia64."

The situation hasn't changed yet without further notice in the later releases. Please include InnoDB Plugin to later releases on these platforms, otherwise state it in the later change logs.

Thank you for your bug report. This issue has been addressed in the documentation. The updated documentation will appear on our website shortly, and will be included in the next release of the relevant products.

The list does apply to later 5.1.x releases, except that the S/390 and PowerPC platforms are not supported at all from 5.1.44 on, so I'll remove them from the list for 5.1.44 and up.
