How to repeat:
Create a new instance of a local DB running behind a corporate firewall and DHCP.  Open the administration panel and set it up to point by machine name to the local host.  Set up all of the connection information for a new instance and attempt to run the user administration panel without the SSH Daemon properly setup.

just to be sure i got the problem right here, this is about not being able to access the user management part of admin without ssh connection, right?

did you choose localhost or remote host there?
