Description:
If you look at the download sections for Windows of both 5.0.30 and 5.2.14 beta, you will notice that there are 3 versions:

Windows (x86, 32-bit), MSI Installer
(mysql-workbench-oss-5.2.14-beta-win32.msi)

Windows (x86, 32-bit), ZIP Archive  
(mysql-workbench-oss-5.2.14-beta-win32-noinstall.zip)

Windows (x86, 32-bit), ZIP Archive
(mysql-workbench-oss-5.2.14.zip)

However, in 5.1.18a, there are only the first and last download options. The "noinstall" version is missing.

How to repeat:
1. Go to the downloads page of MySQL Workbench 5.1.18a (http://dev.mysql.com/downloads/workbench/5.0.html#downloads)

2. Select "Microsoft Windows" as the platform.

3. Download the only "zip" option available (mysql-workbench-oss-5.1.18a.zip).

4. Extract the zip to any directory.

5. Notice that there is no "exe" that you can run.

Suggested fix:
There should be a third download option (noinstall), similar to what other versions of the software have. This "noinstall" download should contain an exe that users can run.
