I am not able to follow you here. Are you talking about a model without layer? Is there content when you created layer in your model?

Yes, there are layers in this model. (I am looking at sakila.mwb) When viewing the MySQL Model tab (as opposed to the EER Diagram tab) there is no content in the Layers tab, even if the model has layers.
