Description:
If non iso-8859-1 characters are used to report a bug (such as character set related issue), the characters get garbled unless users change the encoding of their browser manually.

How to repeat:
Report a bug using non iso-8859-1 characters, search the report, and display it.

Suggested fix:
UTF8 should be used for this page.

The bugs system does use UTF-8. (But there is one minor issue with how user names are encoded in some of the emails.)
