Description:
In the MySQL Essentials MSI package, under the Custom Setup, MySQL Server Instance Config is listed as a component under 'Client Programs'.

In the MySQL 'Full' MSI package, under the Custom Setup, MySQL Server Instance Config is listed as it's own top level item. 

How to repeat:
Open the Essentials and Full MSI packages and use 'Custom Setup'

Suggested fix:
The MySQL Server Instance Config Wizard should be it's own item (it's not a client package).
