Description:
At the installation of the mysql-essential-5.1.39-win32.msi package, i got the message :

Error 25531. Failed to open XML file C:\Program Files\MySQL\MySQL Server 5.1\svctag.xml, system error: -2147221164

I click on OK and the installation fails

How to repeat:
Install the mysql-essential-5.1.39-win32.msi package

Thank you for the problem report. Is this a new installation or you had some previous version in the same directory? 

I am not able to repeat installing over older 5.1.37. svctag.xml file is there and with current date.

This a new installation.
I don't have MySQL installed on this computer before.

I've removed 5.1.39 and it's directory in Program Files. Only data directory (out of Program Files) left. Still was not able to repeat on 32-bit XP SP3.

I couldn't repeat on Windows Vista Home Premium 64-bit and XP SP3 32-bit. Could you please describe step by step the install process which failed (i.e: install typical or custom or complete and so on). The Windows user has administrator privileges?. Thanks in advance.

I've had exactly the same problem, on Windows XP SP3 (at work -- fine for me on XP at home).

This relates to EOL (no longer supported) versions of MySQL Server. Furthermore, the old plain msi installers have been superseded by the MySQL Installer for Windows. Thus closing.
