Description:
I find that I frequently create a new issue, add some people to the notification list and then either forget, or manually add those same people to the authorized repliers list.

Ideally I envision these as being combined into one user interface element and also adding existing users as "quick add" checkboxes.

Suggested fix:
A combined notification/authorized replier screen like:

(blank lines would be used to add new addresses, existing users already appear at top of list).
