Description:
A time. The range of '-838:59:59' to '838:59:59' is too insufficient for accounting of labor or time-banking! We need to accumulate hours and minutes during a lifetime or even more. At least HHHHHHHH:MM would match the need.

At least HHHHHHHH:MM as a time format would be solution.

use bigint with unix_timestamp function, starting from 0 you have timestamps in seconds, if you need hours div by 86400, minutes by 60 and seconds by 1

I see no need to implement this feature. As explained in the comment, there are other ways to accumulate information about time spent.
