Right now when you restart the agent you are also automatically restarting the proxy.  However if you have your traffic going through the proxy for monitoring - while the proxy is down, the database is unavailable (and any open connections are closed on restart). In web databases or dbs that require maximum uptime, this can be a problem. 

A separation between the agent and the proxy would allow one to be restarted without the other also occuring.
