Description:
When a closed issue is associated with an open issue, it is automatically reopened, and its status changed to New.

Maybe this is a feature? Very annoying to have to re-close all those issues.

How to repeat:
- Create issue A.
- Close issue A.
- Create issue B.
- Associate issue A with issue B.
- Note that issue A has been reopened, and its status is New.
