Ideally this would include 64-bit Java and Tomcat, too (i.e. a complete 64-bit stack). Note that it is not important that the installer itself be 64-bit (it can be a 32-bit installer). It just needs to lay down a 64-bit stack.

A note has been added to the 2.1.1 and 2.2.0 changelog: The Windows installers for &merlin_server; did not include 64-bit versions of the various binary tools.
