Description:
We would like to be able to set the "per user" limitation on resource usage inside MySQL Server. In more details, we would like to set *per user*
 - maximum time for query execution (we want mysql to automatically kill query after that time)
 - maximum amount of RAM one user can use in the one moment of time
 - maximum amount of CPU
...
