Description:
I've used layers in order to organize tables. It's a nice feature. But it turned out that a layer can include only tables, but it cannot include another layer with tables. The feature would be useful in case that you need to group few tables from the layer into a smaller one.

How to repeat:
Create two layers. 
Place few tables on each of them.
Drop one layer (let it be the smaller one) over the other.
Move the bigger layer and observe that the smaller one isn't included into it...
   or
Take a look at the layers pallete and observe that the layers are independent.

Suggested fix:
My suggestion is that if a layer is drop onto another one, it should stick to it just like a table. It would be even better if the items (layers, tables) from the layers palete could be moved up and down with the mouse (just like the photoshop layers).

I see that the MySQL Team has already stated they won't be adding this anytime soon, but I want to show support for this feature request.

I think it's a very helpful feature to help users organize their tables.  especially when working with schema(s) that have tables that need to be grouped.
