Description:
If you open the online docs once, then close the tab, then try to reopen the online docs, they will not reopen.  The cursor changes to the wait cursor (until you rollover something else), but the Inline Help tabpage is never added to the tabcontrol.  

How to repeat:
Open the online docs, close the tab, try to open again
