Description:
I downloaded the Windows installer and the MySQLadmin package.
When I attempted to run the Windows installer, i got
the:

instmsia.exe  error

I copied this file from another computer and put on my old Windows 98 PC
and when the installation was proceeding, the error message came
by again with a moving install directory on
c:\windows\temp\install1\instmsia.exe

and then install2, install3, etc...and the installation kept missing the
the correct install# sub-directory.

How to repeat:
I did the installation a couple of times...and it still failed.

Suggested fix:
I don't know..you tell me??

There are two problems:
1) The setup.exe does not work on Win98 because Win98 and older MS systems were shipped without the MSI Installer.On the Administrator-download page there is a link to the MSI installer for win98.
2) The program itself won't start after installing because Win98 is not supported any longer. I'm sorry that the download-page still does not reflect that fact.
