Description:
Currently, adviser rules are written without any version dependent description. Some data items are available on specific version only, and this causes bugs like bug #42663. To prevent such a problem, MEM should handle any version differences and be ready to handle absent parameters. In some cases, MEM cannot schedule rules regarding to binlog when binlog is disabled. But this is inconvenient, because a DBA will enable binlog in the future and may want to schedule that rule accordingly. However, this process is messy. If MEM can handle missing parameters, a DBA can schedule same rules against any servers.

Change adviser rule syntax so that it accepts missing/disabled parameters.

This is essentially a duplicate of Bug #42923 - Replication advisor which is not applicable now but in near future causes error.
