Description:
It would be nice to be able to enable and disable general query logs and slow query logs without having to shutdown the MySQL server.

How to repeat:
See above.

Suggested fix:
Add dynamic ability to enable and disable logs via set variable or perhaps alter system.

This is work in progress - it's being implemented now (WL#918).
I'll put the bug in "Deferred" state - it will be closed when the feature gets pushed into the source tree.

This feature was added in the MySQL 5.1 release.
