Description:
I installed the server from the download and was able to login using root, however, no users appeared in the user table.  I discovered this because I was trying to secure the table and remove the % users.  

How to repeat:
install mysql on windows xp (fully patched). logon as root.  query all the rows from the user table.

Suggested fix:
it works fine in 4.0...

Yes, that should have been resolved with the latest 4.1.3 windows packages.
