Description:
Bugsdb automatically marks MTR2 bugs as private. MTR2 is a part of server, ie it is open source, hence there is no reason for bugs to be private

How to repeat:
Try to report a bug with category=MTR2

Suggested fix:
Make MTR2 bugs be public unless the reporter explicitly specifies otherwise
