"This option causes the server not to use the privilege system at all", and later

"You can cause a running server to start using the grant tables again by ... issuing a MySQL FLUSH PRIVILEGES statement".

This is a bit contradicting. "Not at all" implies it will never change that behaviour.

Suggested fix:
Make the first sentence something like "... causes the server to start without using the privilege system"
