http://dev.mysql.com/doc/refman/5.1/en/server-options.html#option_mysqld_skip-grant-tables reads

"This option causes the server not to use the privilege system at all", and later

"You can cause a running server to start using the grant tables again by ... issuing a MySQL FLUSH PRIVILEGES statement".

This is a bit contradicting. "Not at all" implies it will never change that behaviour.

How to repeat:
Read http://dev.mysql.com/doc/refman/5.1/en/server-options.html#option_mysqld_skip-grant-tables

Suggested fix:
Make the first sentence something like "... causes the server to start without using the privilege system"
