Description:
I installed 4.0.20c but the example .cnf files are no where to be found. 

How to repeat:
Install and ck the \mysql dir

source repository of that product and will be incorporated into the
next release.

If necessary, you can access the source repository and build the latest
available version, including the bugfix, yourself. More information

Additional info:

I have now updated make_win_binary_distribution to solve this.
Fix will be in 4.0.21 and 4.1.3
