14.3.1 says:

>> DESCRIBE provides information about a table's columns. It is a shortcut for SHOW COLUMNS FROM. See section 14.5.3.7 SHOW DATABASES Syntax.

I think the reference (and the link) should be to 14.5.3.4 instead.
