Description:
The "Originating List" should start with an empty string
entry as bugs are usually entered right away and do not
necessarily originate from mailing lists.

How to repeat:
Assign a but to yourself or any other developer
and in the progress log you will see that the
"Reported at:" setting has also changed from
empty to "General"

On adding a new bug a selection for "Originating List"
is mandatory although it might not be related to any
list at all

Suggested fix:
add an empty list option or at least make "Other"
the default
