Description:
Doing this means that no password information is needed to be contained in the merlin configuration files but may be provided as separate files in the the location defined.

This is a good way to avoid passwords being inadvertently being made visible when copying configurations between servers.

How to repeat:
all current agent configs require db password information to be provided in the config files.
