Description:
When restarting tomcat with a lot of servers it takes a while to initialise. During this period there is no response to web requests. It's not obvious if there's a problem or not.

How to repeat:
restart merlin and then try to connect to the web interface. It takes several minutes and often the browser times out with an error message.

Suggested fix:
Please add a nice "busy initialising merlin" message while this goes on until the server is fully initialised. This keeps the user happy. Make the page "auto refresh" so that the proper page will come back once the initialisation is complete.

Be aware: I guess the agents need to recognise this message too.
