Description:
After installing I first time start (under DOS) mysqld and get error
Could create TCP/IP socket.
Next day I discover that IEXPLORER don't work.

How to repeat:
Start mysqld

Seems you don't have TCP/IP support on your machine.
Test it with the command: netsh diag gui

it will open a graphical screen and click: verify system
