Description:
One can't start the mysql service under Windows if mysql isn't running.

How to repeat:
c:\> net stop mysql

- launch administrator and try to start the mysql service

You have to skip the connection dialog by holding Ctrl and then press the skip button. Then you have access to a limited number of sections you need to configure new or start existing services.

This is only an intermediate solution till we get the Instance Manager which from then on will handle the service control.
