Description:
The viewport (combobox in top right corner) doesn't scale/zoom less than 40%

How to repeat:
1. Create new diagram
2. Place table
3. place cursor into scale combobox (top right corner)
4. type 90, hit enter - resizes OK
5. type 50, hit enter - resizes OK
6. type 10, hit enter (any value less 40) - doesn't resize

Suggested fix:
should zoom

fixed. additionally the behaviour of the dropdown was slightliy changed. now zoom levels are applied only if user confirms change by pressing enter.
fix will go into 5.0.30

An entry was added to the 5.0.30 changelog:

The viewport, which is the combobox in the top right corner of Workbench, did not scale to less than 40%. However, resizes above 40% worked fine.
