Description:
In scrollable diagrams the scrolling with the scrollbars have an event delay. Any mouse input is delayed by one event.

How to repeat:
Test 1
Press on a moveable diagram scrollbar. Move it one mouse move in its moveable direction. The diagram won't move. End your holding. The diagram move.
The diagram should move in the moment of mouse move.

Test 2
Press on a moveable diagram scrollbar. Move it one mouse move there an back again. The diagram won't react correctly.

Suggested fix:
I didn't have an idea how to fix it.

Thank you for the bug report. Sorry I couldn't repeat or misunderstood what are you reporting. It is possible you to illustrate that behavior with a screen-shot? and provide the output of Help -> System?. Thanks in advance.
