Description:
I have a client who is having trouble setting up a new user in MySQL Administrator. They get the error:

"Error   Could not save changes to the user.".

Any reason this might happen? The only thing I can think is that they, at one point, had MySQL Server installed twice on this machine and recently removed the older version. They were unable to add a user even immediately after the newer server was installed. Any suggestions?

How to repeat:
Install older version of MySQL Server. Install newer version of MySQL Server.

- start MySQL Administrator
- connect to a database
- add a new user
- add localhost
- save changes 

Suggested fix:
Possibly need to differentiate between which server to connect to?

Thank you for the bug report. Could you please provide info about the older server version, new server version, if you applied the upgrade instructions described in the manual and also use the latest Administrator version. Thanks in advance.

This is duplicate of bug #14024. Please ask your customer to upgrade when they meet same problem next time.
