Description:
When using Stalled issues report the following warning appears:

Warning: Invalid argument supplied for foreach() in /sites/eventum.altavoz.net/web/include/class.report.php on line 69

How to repeat:
Init session and go to http://<eventum>/reports/stalled_issues.php
warning appears

Suggested fix:
Fix the line
        foreach ($users as $key => $value) {

Thank you for a problem report. Please, try to repeat with a newer version, 2.2, and inform about the results.
