Description:
The initial "Welcome to the MySQL Enterprise Dashboard Setup" shows up in English even when "Japanese" option is selected with installation. The default locale setting is also English. I think Japanese would feel comfortable if it was Japanese.

How to repeat:
Select "Japanese" when installation starts and proceed to Dashboard setup when the installation stops.

I did some testing with the latest code today (2.2/trunk).  I set my browser to Japanese as my preferred locale and first time setup launches in English.  The struts2 interceptor (InitializeInterceptor.java) that we use to detect browser locale is returning English no matter what I set my preferred language to in Firefox.  

We may have to go with the installer writing to config.properties to fix this reliably.
