Description:
Using Windows XP.
All firewall and antivirus disabled.

I downloaded mysql-5.0.51b-win32.zip from this page:

http://dev.mysql.com/downloads/mysql/5.0.html#downloads

the other day so I could install MySQL on my system.  The installer hangs every time I try to install.  It gets to the step where it starts the MySQL service and hangs before it gets to the applying security settings step.  It sits at the starting service step forever.  As a result, the MySQL installation is unusable in this form.

I will try the version without the installer and see if I have better luck.  This version without the installer is useless since it never finishes the installation process.

How to repeat:
Try installing mysql-5.0.51b-win32.zip on Windows XP.

Suggested fix:
Get the installer to stop hanging.

Thank you for the report.

This is not repeatable in my environment. Please check error log in MySQL data directory and Windows system logs. You can find them in Control Panel -> Administration -> Events (similar name, retranslation from local Windows)
