Note that the present bug is not about failures in the threadpool. Failures to start server in threadpool are likely due to BUG#36929.

Suggested fix:
Impossible to debug since no logs saved on server. Awaiting fix to BUG#38181.

Setting to "Can't repeat" as this has not happened since July (except once, but that was a host problem, disk full).
