Risk set to low instead of medium because I did a similar job before for 5.1. Effort is set to medium because it requires some effort to get the logic right, but not to High since we've done a similar job before.

Shouldn't it be easy to fix in 5.0 that we can't get a rotation event between to related event ?

Looking at the code, this should be a really trivial and safe fix to do in the 5.0 code base.

The suggestion from Monty does not solve the problem of BUG#23171.

Bug does not exist in 5.1. It will not be fixed in 5.0
